Job Summary – The Director of Architecture, Engineering and Environmental Services functions as the administrative director of the Architecture, Engineering and Environmental Services (AE&ES) Section of the Milwaukee County Facilities Management Division; is the sectional authority in all matters of policy, procedures and operation; organizes, directs and controls all planning, design and construction management activities. Coordinates the intersectional activities of the Airport Engineer, Architect, Civil & Site Engineer, Environmental Engineer and Facilities Condition Assessment Program (FCAP) Principal; acts as the County's primary authority on public works and major maintenance project professional services and construction contracting issues.

Essential Responsibilities:

• Provide leadership and general management of the County Architecture & Engineering, Environmental Services, Construction Management, and 40 team members to ensure that department goals are clearly defined, understood and achieved.
• Set goals for staff that align with the strategic goals of the department; maintain standards and monitor progress. Maintain a work environment that fosters team building and collaboration. Provide clear direction to staff and communicate professionally with associates.
• Develop a culture of safety, inclusion and integrity that aligns with County values and improves outcomes. Report directly to Facilities Management Division head and as a member of DAS Facilities Management team.
• Manage the AE&ES Section of DAS-FM Division; Plan, organize, prioritize, assign and direct the work of the units of the Section; Directs and participates in the development of strategy, goals, objectives, policies and procedures. Create the annual operations budget request with the support of the Central Budget Office, and monitor and maintain performance against budget.
• Provide effective working relationships with elected and appointed officials, committees, boards, clients, professional peers, contractors and the public; represent Section at meetings of the County Board, various boards and commissions and other public meetings Function as the main point of contact and department representative to customer departments within the occupants of FMD buildings.
• Direct the budget development, planning, design, construction, quality assurance and inspection of the County's annual capital improvement program and selected major maintenance projects. Maintain progress and quality on a book of approximately $150M budgeted capital.
• Administer Federal, State, County and DAS-FM policies pertaining to the selection of professional services consultants and content of the agreements, and effectively manage consultants per the agreement terms and conditions.
• Administer Federal, State, County and DAS-FM policies for the formal bidding process of public works construction contracts and content of contracts, and effectively manage contractors per the contract terms and conditions.
• Evaluate requirements and develop plans, schedules and cost estimates for long-range capital improvement programs and maintenance of public facilities.
• Direct, coordinate, communicate and champion the activities of the five reporting units of AE&ES: Airport Engineering, Architecture, Civil & Site Engineering, Environmental Services and Facilities Condition Assessment Program (FCAP). Assure each unit achieves its customer service objectives in alignment with County, Department and Facilities Management Division mission and vision.
• Promote, encourage and participate in diversity and holistic training initiatives which improve direct job skills as well as human interaction skills in the workplace; Emphasize the value of employees to the department and ensure employee participation in funded training opportunities.
• Determine best organizational design to accomplish strategic goals; recommend and drive changes in the organization as needed. Implement best practices in design and construction work process and information management.
• Organize, direct and hold staff accountable for the development and maintenance of Standard Operating Procedures, professional training and development, record-keeping, inspections, operating and reporting protocols and employee performance management.

• SKILL AND COMPETENCY BASE:
• Comprehensive knowledge of the modern principles and practices of project planning, design and construction management as applied to the construction and maintenance of facility infrastructure.
• Record of demonstrated accomplishments, leadership and accountability for major design and construction projects.
• Familiarity with theories, principles and practices of civil, structural, environmental, mechanical and electrical engineering and architecture.
• Ability to supervise and perform quality assurance and control on preparation of construction bid and contract documents, in compliance with State Administrative Code and County Ordinances and policies, for a variety of public works projects.
• Exemplary ability to lead, direct and supervise others through change and in the completion of their work.
