This position is located in the Architect of the Capitol, Office of the Chief Engineer, Construction Management Section.  The selectee will be responsible for inspecting work on construction projects for compliance with contract specifications.  Projects involve structures that are of great historical significance, such as the Cannon Renewal Project, requiring the use of specialized construction methods to accomplish.

The individual selected for this position will be responsible for oversight of assigned construction activities on and off the Capitol Campus, to include the following:

• Serves as an on-site inspector for various civil, structural, architectural, and mechanical projects and day-to-day phases of construction
• Monitors construction activities to ensure work is performed in full compliance with construction documents.
• Identifies work not in compliance and takes proper and timely actions to correct performance deficiencies.
• Ensures that the entire scope of the work is performed and that all quality requirements placed on the construction/installation contractor are strictly enforced.
• Monitors the execution of construction activities from start through completion participating in acceptance and turnover.
• Performs a continuing inspection of procedures, verification tests, and site duties to ensure that activities in assigned areas meet contract requirements.
• Assists the Contracting Officer (CO) and Contracting Officers Technical Representative (COTR) in taking appropriate action in cases of inadequate or nonconforming performance.
• Communicates with people from a variety of backgrounds and maintains working relationships with others in the order to carry out the AOC mission.
• Coordinates construction activities with consultants, in-house work forces, the Construction Division, Superintendents' Offices, and United States Capitol Police.
• Writes draft correspondence for the CO and COTR to send to contractors notifying them of noncompliance and deficiency issues.
• Assists the CO in the preparation of stop work orders, Cure Notices and default letters. Attends and participates in kick-off, pre-construction, progress, client and stakeholder meetings.
• Reads, understands, and interprets complex drawings and specifications and coordinates work with multiple disciplines.
• Participates in design review conferences of proposed contract changes. Assists in the reviews of Scopes of Work (SOW), plans and specifications prior to implementation of changes to assess construction feasibility and practical accomplishment.
• Interprets technical portions for other participants. Reviews reports on construction status and progress, quality control and quality assurance, administration, and contractor's estimates relative to construction progress.
• Confers with contractors, engineers, foremen, and craft workers regarding construction or design issues.
• Consults with on-site and off-site architect/engineer personnel in the resolution of design conflicts or feasibility of construction changes proposed by contractors.
• Ensures proper quality and quantity of materials and equipment, workmanship, adequacy of contractor's methods, procedures and operations, effectiveness of the quality of contractor's controls and assures that the work is carried out in accordance with plans and specifications.
• Provides timely written documentation in the form of daily construction reports, capturing work performed and whether work is in compliance with contract documents.
• Writes various logs, technical notes, and technical summaries. Tracks construction activities against baseline and progress schedules for on-time completion of work.
• Maintains a list of deficiencies, develops draft notices to comply for the COTR to issue, and tracks deficiencies for timely correction.
• Provides subject matter expertise to ensure the requirements of assigned contracts are met.
• Conducts labor interviews for compliance with the Davis Bacon Act and other applicable labor regulations and standards.
