**This position is in the Traffic area. The position is open until filled. The City reserves the right to under-fill this position with the position of Engineering Associate if candidate has less than 4 years of experience and is an EIT, and successfully completes the hiring process.**

Under general supervision, depending on assignment, performs professional engineering and administrative work in the overall study, operational analysis, design, program development, plan review, construction and inspection of various public and private development projects.

Essential duties and responsibilities may include, but are not limited to, the following:

• Provides professional engineering services in connection with planning, designing, reviewing, organizing, directing and coordinating activities involving construction of municipal streets, sidewalks, storm sewers, intelligent transportation systems and other traffic control devices, water production and distribution, and wastewater collection and treatment facilities.

• Reviews reports, plans and specifications for public and private construction projects, including resolving technical engineering problems and assuring the efficient and economical development and construction of a wide variety of private and public projects including the compliance with federal, state, and city regulations, standards, and policies.

• Prepares cost estimates for a variety of projects including street improvements, traffic control facilities, storm sewer construction, water mains, and sanitary sewer extensions.

• Participates in development of design and construction standards and specifications for compliance with established City, State and Federal codes, laws, rules and regulations.

• Provides technical assistance to contractors and field personnel.

• Researches and responds to questions and problems raised by citizens, City Council and other City departments, outside agencies, and the general public.

• Evaluates and analyzes technical issues, develops solutions, writes analytical reports, prepares estimates, and advises on specialized areas of technical expertise.

• Provides technical expertise in civil engineering to various City boards & commissions, makes technical presentations to the various boards & commissions.

• Assists developers, builders, and contractors with technical issues for proposed projects.

• Supports the relationship between the City and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values and the “Yuma Way”, and complies with all City policies and procedures.

• Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.

 MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines

Bachelor’s Degree in Engineering; AND four years of experience with civil engineering projects; OR an equivalent combination of education, training and experience. 

Knowledge of: 

• City policies and procedures.
• Federal regulations, Arizona Revised Statutes, and regional ordinances governing civil engineering.
• Civil engineering and administration practices and principles as applied to the design and construction of transportation, storm water, intelligent transportation systems and utilities projects and facilities.
• Technical principles of civil engineering, traffic engineering, transportation planning, mathematics and physics.
• Materials, methods and techniques utilized in the construction, maintenance and operation of transportation, storm water, intelligent transportation systems and utilities projects.

Skill in:

• Developing, coordinating and reviewing technical studies, construction plans and specifications, cost estimates, bids, consultant agreements, and change orders.
• Preparing and understanding comprehensive and complex technical reports related to a wide variety of municipal transportation, storm water, intelligent transportation systems and utilities projects.
• Reviewing technical engineering data and construction documentation.
• Reviewing and assisting in the preparation of legal descriptions and maps for purpose of right-of-way acquisition or disposition, and development
• Checking designs, details, estimates, plans, and specifications of engineering projects. 
• Establishing and maintaining cooperative working relationships with co-workers.
• Operating a personal computer utilizing standard and specialized software, including GIS and other specialized software applications used in civil design, transportation system modeling, planning, mapping, and statistical analysis.
• Communicating effectively verbally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS 

A valid Arizona State Driver’s License is required. Registration as a Professional Engineer by the Arizona State Board of Technical Registration is required within one year of hire; additional technical training and certifications may be required.  

Desirable certifications include (as applicable to the position): Certified Construction Manager (CCM) by the Construction Management Association of America; Certified Job Order Contracting Professional (CJP) by the Center for Job Order Contracting Excellence; Professional Traffic Operations Engineer® (PTOE) by the Transportation Professional Certification Board; certification(s) from the International Municipal Signal Association (IMSA); and certification(s) from the American Traffic Safety Services Association (ATSSA).

Work is performed in a standard office environment.  May occasionally be required to bend, reach, stoop, and lift objects; may be exposed to safety hazards and dangerous tools and equipment.
