DESCRIPTION
In coordination with the Director of Construction Inspection Services, the Construction Inspector 4 will perform in the capacity of the Office of Statewide Health Planning and Development (OSHPD) Hospital Inspector. Responsibilities include, but are not limited to, managing the administrative aspects of various inspection groups (including testing laboratory personnel), and coordinating their activity and technical work. Perform inspection work (both general and specialty) on field construction and alterations to various buildings and coordinate all record-keeping requirements for inspections. Participate in pre-bid functions, construction, kick-off, and construction review meetings. Participate in standard specification reviews, pre-qualification of general contractors and sub-contractors, value engineering, plan check, site surveys, etc. Participate in partnering activities, building commissioning, and LEEDs/Green Building initiatives for all projects. Provide work direction and advise outside consultants, inspection and/or state agency representatives.
The Construction Inspector 4 will use advanced inspection skills and concepts with a full understanding of industry practices, policies and procedures to perform highly complex inspection of construction work by contractors, as well as other personnel for new construction, alterations and repair. Review design development and construction documents, specifications, and bid documents for construction features prior to release for bid; and participate in final inspection and final acceptance procedures. Exercise good judgment in selecting methods and techniques for obtaining solutions and ensuring compliance with all applicable building codes, rules, regulations, laws, etc.
- Office of Statewide Health and Planning Class A Certificate required.
Priority will be given to candidates that apply on or before April 7, 2022.
QUALIFICATIONS
Bachelor's degree in related area and/or an equivalent combination of experience and/or training. Progressive technical field-related working experience in building or utility construction work, including ten (10) years as an inspector or superintendent of major construction work. Qualified to perform inspections and journey level certified in such trades requiring certification by a municipality within the State of California.
Advanced knowledge of California Building Codes, Cal OSHA, and campus, medical center or University Construction Design Standards. Specifically Uniform Building Code [UBC]; Office of Statewide Health Planning and Development (OSHPD) requirements; Office of State Architect (OSA) laws and regulations; and American with Disabilities Act (ADA).
Thorough knowledge of California Title Code 24.
Advanced knowledge of and skill in providing plan review services on complex improvement projects as well as code applications for replacement, repairs and upgrades of facilities.
Thorough Knowledge of construction practices, technology, and materials in all types of construction (i.e. institutional, medical, commercial, residential, and scientific/technical).
Working knowledge of electrical systems and electrical distribution.
Working knowledge of digital HVAC control systems, digital card and palm reader security systems, and closed circuit television monitors/systems.
Working knowledge of construction costs and estimating.
Advanced skills in reviewing, evaluating and advising project management on project completeness as applied to application for progress payments submitted by contractors.
Proven ability to read and interpret construction contract documents specifications, drawings, and related technical data to use while inspecting contractor's work. Requires up-to-date working knowledge of building construction methods.
Skill in writing construction progress and contract compliance reports.
Demonstrated knowledge and skill to use personal computers and various software applications including, but not limited to Microsoft Office, Outlook and Capital Project or Construction Management Software.
Advanced organizational and analytical skills, including skill in problem recognition, avoidance and resolution. Skill in prioritizing workloads and providing work direction as is necessary due to changes in availability and deadlines, for self as well as for the consulting inspectors.
Advanced verbal and interpersonal communications skills including skill to work effectively with a variety of constituents at all organizational levels. Demonstrated ability to establish and maintain cooperative work relationships with campus colleagues.
