Who we are looking for:
The Facility Professional Services (FPS) division is adding an Assistant Program Manager to the Engineering & Architectural Services (EAS) program. In this role, you will supervise a team of project managers providing project management of the design and construction of public work projects in the repair, renovation and building of new facilities for clients/agencies. You will support the mission of DES, EAS, and FPS to meet the needs of its customers through professional expertise, knowledge, and skills. The job will ask you to be a coordinator, trainer, facilitator, planner, and overall strategic manager of the construction and design process.  

Duties

• Plan, lead, organize, and control the work performed by a team of Project Managers.

• Assure that the design and construction projects managed are completed to the satisfaction of client/agencies, are completed on time and within budget, and are managed in accordance with the laws of the state and policies of DES and client agencies’ policies where applicable. Responsible to accomplish this mission within the project management budget.
• Responsible to complete special assignments having statewide policy implications which include:
  • Development of Architect/Engineer and other agreements.
  • Development of Instructions for Architects and Engineers doing business with DES to be applied statewide.
  • Development of General Contractor/Construction Manager (GC/CM) procedures and guidelines to be applied statewide.
  • Development of Design-Build procedures and guidelines to be applied statewide.
  • Development of the Design-Bid-Build procedure and guidelines to be applied statewide.
  • Development of Job Order Contracting Guidelines to be applied statewide.
  • Development of Project Labor Agreement contract requirements.
• Responsible for prioritizing and coordinating project assignments with client/agencies, setting the project management goals and performance measures, and monitoring the project managers and the division’s performance in the implementation of the projects.
• Provide advice and guidance to other state agencies, local jurisdictions, public, and industry in matters requiring compliance with state public works policies and laws and policies such as A/E fee schedule, General Conditions, A/E selections, and contracting procedures.

Qualifications

Required Qualifications: 

• Bachelor's Degree involving major study in architecture, engineering, or closely allied field; AND
• At least five (5) years of progressively responsible experience in public works contracting, construction, design and/or capital construction project management; AND
• Must be a professional architect or engineer licensed in the state of Washington, OR possess the ability to obtain within 6 months of hire; AND
• Must have a valid driver’s license.
