Primary Responsibilities
HDR is looking for a professional Construction Manager with a background in Structures, Ports, and Marine infrastructure to drive and help deliver a significant port construction program. In this role, you’ll leverage your deep construction management and engineering knowledge of port, container terminal, marine infrastructure, and/or waterfront construction to partner with our client and subcontractors to address a variety of construction issues relating to utilities, site civil, facilities, marine structures, environmental impact as well as schedule, budget and critical deadlines.
You will have close contact with those who have been involved in the design process of the project and will be working onsite on a day-to-day basis to ultimately deliver the construction schedule and quality. You will be involved with program set-up and development of procedures for related activities for the team. You will be responsible for managing the site supervision and construction inspection staff; coordinating and managing project quality assurance and control; coordinating, expediting, and reviewing construction submittals; coordinating inspection and testing services; monitoring and enforcing contract compliance on multiple construction contracts; reviewing and approving contractor payment applications; construction cost estimating and claims negotiations; and preparing and updating project schedules, pay requests, and daily/weekly/monthly progress, budget, and schedule management reports.
The Construction Manager (CM) reports directly to the Program Manager (PM), however, as manager of construction tasks, the CM will have direct interaction with project representatives and others (for example, the Port Safety Officer and Port Operations Director) as required to coordinate construction activities. The CM will be accountable for the following tasks:
- Documenting that the project is constructed in accordance with plans and specifications, using sound engineering and construction practices
- Documenting that the contractor’s work is being completed in accordance with the approved construction schedule and within the overall budget
- Reviewing the contractor’s pay requests in a timely manner, in accordance with the contract, and making recommendations to the Port for payment
- Documenting that all claims and changes are appropriate and properly documented
- Interpreting contracts using sound engineering practices
- Expediting the overall construction process (that is, taking a proactive rather than reactive approach), and working with the stakeholders to understand challenges and concerns and develop solutions to expedite the construction work
- Overseeing and coordinating the various construction phase activities, both with a single contract and between multiple contractors working in the port at any given time
- Providing document, schedule, and plan reviews during both the preconstruction (design) and construction phases of the contract
- Participating in the bid and award process
- Addressing and monitoring change on projects
- Participating in briefing a Dispute Review Board (DRB), if used
- Managing the claims and conflict resolution process
- Coordinating with tenants, other outside agencies, and stakeholders as directed and authorized by the Port
- Coordinating closeout services for each project
- Before award, assisting in pre-proposal conferences and participating in pre-award meetings
- Assuring that projects are constructed in strict compliance with environmental regulatory permits

Required Qualifications
- Bachelor’s degree in construction, engineering or related area of study; preferred areas of emphasis in construction management or engineering.
- 10+ years of experience in managing structural and/or heavy civil construction projects.
- Professional Engineering Registration or related construction accreditations like CCM.
- Working knowledge of construction scheduling packages (example: Primavera, e-Builder, MS Project).
- Strong demonstrated leadership to professionally lead diverse work teams.
- Excellent communication skills both verbal and in writing.
Preferred Qualifications
- 15+ years of experience in managing port, container terminal, marine infrastructure, dredging and/or waterfront construction projects.
- Experience from a consultancy/professional services firm or owner’s representative.
- Specific experience in contract change management, construction claims tracking and claims resolution.
