The Division of Facilities, Planning and Operations at Rowan University is a growing enterprise. Organizationally, the Division is led by the Vice President of Facilities, Planning and Operations who is a member of the President’s executive cabinet.
Under the direct supervision of the Assistant Vice President of Facilities Design and Construction the Project Construction Manager will be responsible for the daily management of design, construction, and other professionals employed in the planning, design, and construction of capital projects.
The Position will manage a broad array of campus projects including new construction, building renovation, deferred maintenance, furniture procurement, architectural enhancements, building envelope repairs and upgrades, MEP upgrades, and landscape/storm water management projects. Individual must have the technical ability to be a “hands on” problem solver for project related issues in the field as they arise and leverage their experience to find appropriate solutions within established project budget and schedule expectations.
Essential Duties and Responsibilities:
Manages work to assure adherence to departmental processes and procedures associated with the execution of capital projects.
Manages assigned capital program elements to assure execution of projects within established budgets and schedules.
Administration and maintenance of all contract documents, daily work reports, RFI’s, Construction Submittals, correspondence, change order requests, change orders, and related project documentation.
Administration of financial records, maintenance of project budgets, and developing reports.
Verification of work performed, recommendation for payment of payment applications submitted on behalf of architects, engineers, building contractors, construction managers, and other consultants.
Coordinate project progress meetings, issues monthly status and financial reports, update construction progress schedules.
Facilitate the procurement of all required reviews, approvals, and permits by the Authorities Having Jurisdiction are obtained.
Assist in generating monthly reports of budget and schedule performance of assigned capital program projects for University administration.
Develop and coordinate working partnership with the Facilities Planning and Operations staff to ensure the planning, design, engineering, and Close Out/turnover phase of the project related scope advance the campus Strategic and Master Plans for construction related projects.
Responsible for engaging the University’s Environment Health and Safety Department to ensure all safety aspects of assigned projects are met.
Accountable for interfacing and developing relationships with other Campus Staff to ensure project delivery per project specifications and University standards.
Performs other related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
Minimum Qualifications:
Education
BA/BS degree in Construction Management, Engineering, Architecture, or field related to construction management, or equivalent combination of education and experience may be acceptable.
Experience
Five (5) to Seven (7) years of progressively responsible Construction Management experience that includes on site supervision of building renovation and construction of new facilities, capital budget preparation and administration, and contract administration.
Previous Project Management experience in Higher Education is highly desirable, but not required.
Working knowledge of local, state, and Federal Codes and Regulations is desirable.
Experience with third party developers and land development is desirable.
Working knowledge of project management software (i.e. P6, e Builder, etc.) within depth knowledge of Microsoft Office
