The Engineering Construction Manager will lead the coordination and management aspects of laboratory and Mechanical, Electrical & Plumbing (MEP) focused efforts for assigned construction projects, alone or in collaboration with others. This position is responsible for technically complex renovation projects throughout the campus, from concept through design, construction, commissioning, and close out, including on occasion new capital projects. 1. The Engineering Construction Manager will lead the coordination and management aspects of laboratory gas, mechanical, electrical and plumbing for assigned construction projects, alone or in collaboration with the Project Manager, and at times act as the sole manager for all aspects of a project including non-MEP related scope. Project types typically include new construction and major renovations for labs, office, residential, classroom and athletic facilities. May also be responsible for new capital projects.
*Ensure integrity and quality of design and construction to reflect Lehigh University's image and character *Serve as University representative with architects and engineers, consultants, contractors, code officials and various University constituents *Provide technical expertise and direction to projects, including assisting in the development of project schedules and budgetary cost controls, reviewing architectural and MEP drawings and bid documents *Under specific circumstances, may be required to generate conceptual/schematic drawings
*Review and evaluate project progress and determine necessary actions to resolve problems
*Monitor projects to ensure compliance with codes, ordinances, regulations, policies and procedures, including inspection of completed projects for accuracy, completeness and compliance with established contracts, standards and specifications
*Reviews submittals for compliance. Takes appropriate actions to resolve discrepancies
*Should be able to manage a portfolio of projects ranging in size from $100,000 to $150,000,000 *Prepare and maintain records, reports, and files related to projects, contractors, plans, specification and financial activities *Ensure that both the project and the client's requirements and expectations are met by properly managing and balancing each of the typical project constraints (scope, budget, schedule, quality, risk and resources) while providing consistent and timely communication throughout the process. Ensure that any changes to scope are appropriately approved and documented
*Direct and monitor various programming, design and construction related activities, including the work of architects, contractors and other consultants *Under very specific circumstances, may be required to act in a General Contractor capacity, however, this will be by exception only
2. Manage the budget and business aspects of all project matters. Inclusive of estimates, cost control and close-out *Develop "Request for Proposals" from outside professionals and contractors. Assist with fee negotiations and review and approve payments to consultants and contractors *Utilizing methods appropriate to the project, develop budget estimates for the different phases of a project, get approvals and sources of funding, prepare RFP's, select and vet bidders
*Review and approve payment schedules, process change orders, work orders, purchase orders, etc.
*Make sound financial decisions that are in the best interests of the University.
*Review and analyze cost-effectiveness of alternate solutions in order to meet budget constraints while not compromising on the project's core deliverables.
*Administer all project accounts using Lehigh University's accounting system (Banner), TMA, tools (Desktop Finance, and Excel), guidelines and protocols.
*Track and reconcile all spending using the aforementioned accounting system and tools *Assist in the preparation, solicitation and review of bids, proposals and administration of contract documents related to assigned projects. Award bids after consultation with Director
3. Project Communication, both written, graphic and verbal
*Interface with customer regarding project scope, schedule and budget *Weekly progress reports and reporting, both internally and externally in regards to scope schedule and budget status
*Reports to be in both written and graphic format and distributed appropriately using a standardized format

Qualifications
Bachelor's Degree in Mechanical Engineering or other relevant degree or the equivalent combination of education and experience
Professional Engineering License Preferred
Five to eight years related work experience
Preferred candidates have 7-10 years of increasingly responsible experience involving the management of construction projects, including supervisory or lead responsibility
Four years experience in a higher education setting extremely desirable
Excellent communication (written and oral) and interpersonal skills and a high-level of customer service and dependability required
Maintains a close working relationships with peers, management, clients and outside professionals
Will nearly continuously need to hear, stand, sit, stoop, kneel, crouch or crawl, climb or balance, use hands to reach, touch, handle or feel, lift up to 50 pounds
Subject to working in areas with electrical hazard, frequent vibration, fumes or airborne particles, potential radiation and work hazards
