Environment, Health & Safety (EHS) promotes health, safety, and environmental compliance within the U-M campus community. The role of the Building Code Official is crucial in ensuring that buildings are safe, meet the necessary Building Codes and standards adopted by the University of Michigan for occupants and the general public, and contribute to the community's overall well-being. The work of the Building Code Official helps maintain the integrity of the built environment and protect public safety in conjunction with the mission of the University of Michigan's Fire Marshal.
Building Code officials will inspect new construction, renovation projects, and building alterations to ensure code compliance with building codes, fire safety regulations, and other relevant standards. Provided the project is found to comply with adopted standards, the Building Code Official is responsible for issuing a Certificate of Use and Occupancy.
Building Code Official (in conjunction with all EHS plan reviewers) will review building plans before construction begins to verify that they contain accurate and complete information and comply with state and local codes and regulations as well as the UM Design Guidelines when applicable. Where required, coordination with various EHS Department stakeholders (i.e., Laboratory Safety, Radiation Safety, etc) may be required.
The main objective of building codes is to ensure the safety of occupants and the general public. A Building Code Official will work to minimize potential hazards and risks associated with building projects, such as fire hazards, structural instability, electrical issues, etc.
Building Code Official is tasked with providing guidance and interpretation of building codes and regulations to Architects, Engineers, Contractors, Construction Managers, and Department heads or Property Owners to address any questions or concerns related to compliance and offer solutions to rectify non-compliant issues.
If a building or property is found to inadequately meet the applicable codes and regulations, the Building Code Official is responsible for enforcing compliance. This may involve ordering corrections, stopping work, or suspending/postponing a Certificate of Use and Occupancy until the issues are resolved.
Building Code Official is also responsible for ensuring that buildings adhere to accessibility standards, allowing access for people with disabilities according to the Americans with Disabilities Act (ADA) and ICC A117.1.
Building codes and regulations are frequently updated to reflect new technologies, safety standards, and environmental considerations. Building Code Officials shall stay up-to-date with the latest changes through continuing education and professional development.
Where required, Building Code Officials may need to interact with the public, addressing inquiries, complaints, and concerns related to construction activities and building code compliance.
A Code Official is responsible for coordinating the work of all inspectors (Building, Mechanical & Plumbing, and Electrical Inspectors) and assigning adequate workflow. In addition, periodic performance reviews and regular timesheet approvals are required.
The Building Code Official reports to the Executive Director of Environment, Health and Safety (EHS).
Inspects new construction, installations, renovations, and alterations of University buildings to ensure that Building codes and regulations adopted by the University of Michigan are met.
Review proposed building plans and specifications to determine compliance with applicable regulations and codes as well as to ensure they meet the UM Design Guidelines and safety standards when applicable.
Issue written notices of non-compliance to code requiring corrective action.
Train and coordinate the work of new staff members.
Comply with University policies and guidelines, including health, safety, and environmental rules and regulations.
Monitor construction progress to ensure that work is carried out per approved contract documents.
Collaborate with other departments such as AEC, EHS Fire Safety, and State of Michigan Bureau of Fire Safety to ensure comprehensive compliance with regulations.
Support the U-M Mission through partnership, guidance, and education to promote health, safety, protection of the environment, and regulatory compliance.
A Bachelor's or Associate's Degree in Architecture, Engineering or Construction; or equivalent experience in a related field through a combination of education and experience is required.
Must be Licensed as Registered Building Official, Michigan ACT 407 Inspector, and Plan reviewer; or acquire these licenses within three months of employment per Michigan ACT 407 of 2016.
A minimum of five (5) years of experience as a Building Code Official or Michigan ACT 407 licensed Inspector is necessary.
Able to climb ladders and lifts to perform necessary tasks above and below ground.
Moderate computer and software experience and familiarity with reporting programs is necessary.
Must have a valid driver's license.

Functional and administrative supervision will be exercised over professional, office, technical, and temporary staff.
