The Assistant Director of Community Development directly assists all functions of the Planning and Zoning Department. The position will work directly with the community to assist, advise, and represent the Township in all departmental matters, including zoning ordinance review/enforcement, plan review, sewage enforcement, and any other duties as assigned. Assists in the development and implementation of land use policies for the township and the continuous review and updating of the Township zoning map. This position may provide insight in general economic development, assist with budgetary planning, and provide technical assistance when necessary.
The Assistant Director of Community Development position duties will include, but not be limited to, the following:
Plans, organizes, directs, and monitors overall operations of assigned areas;
Assists the Department Director in providing support and updates to the Township Manager and Board of Supervisors with regards to ongoing planning and zoning initiatives;
Assists in the development of the long-range planning program with goals, objectives, implementation measures and alternatives, public information, and participation systems;
Advises and assists the Department Director regarding planning, development, and code issues;
Reviews, maintains, and suggests any recommended changes to the Zoning Map;
Attend related non-Township meetings;
Serve as the PADEP required backup Sewage Enforcement Officer;
Attend Zoning Hearing Board and Planning Commission meetings when the Director is unable;
Assist in the constant monitoring of goals set forth by the Township Comprehensive plan and provide support to departments in order to stay on track;
Serves as a technical resource to other departments, agencies and individuals including residents, engineers, consultants, builders, developers, and construction professionals;
Act as a liaison between the Township and current or future business owners in order to spur economic growth;
Enforces all aspects of Chapter 87 of the Hempfield Township Municipal Code;
Has a comprehensive understanding of the Pennsylvania Municipal Planning Code;
Documents all zoning violations and maintains records with the Township’s standards;
Educates and assists the public in understanding content and purpose of zoning regulations;
Ability to perform court duties including filing of paperwork, appearing in court, providing supporting evidence, and following up with all violations to ensure compliance;
Performs field inspections to ensure compliance with all code and zoning regulations;
All other duties as assigned.
Education & Experience:
A degree in Municipal Planning, GIS, or other related field of study.
Interest or knowledge of code, planning and zoning, land use, or land use law.
The ability to attain the PADEP Sewage Enforcement Officer certification within one year.
The ability to attain the PAAZO Certified Zoning Officer certification within 18 months.
Ability to obtain International Property Maintenance Code Officer certification within one year.
Desire to obtain International Residential Code certification.

Necessary Knowledge, Skills, & Abilities:

Ability to maintain a good working relationship with the general public and Township officials.
Ability to express ideas clearly and concisely both orally and in writing.
Must possess a valid Pennsylvania driver’s license.
Must obtain all Pennsylvania Act 153 Child Abuse Clearances and CPR and First Aid Certifications.
Ability to handle multiple tasks at one time, and devise solutions to immediate problems without much time for consideration.
Skills in operating a personal computer with a general understanding of word processing, spreadsheet preparation, database development, file maintenance, ArcView, and the ability to learn other computer applications.
Understanding of the Pennsylvania Municipal Planning Code and Chapter 87 of the Coded of the Township of Hempfield.
