The Commercial Plans Examiner performs a variety of full performance professional duties relating to evaluating construction plans for conformity to local codes, ordinances, policies and procedures.
The Commercial Plans Examiner position will conduct comprehensive plan reviews for primarily commercial projects but may also review single family and multi-family buildings & structures. The Commercial Plans Examiner reviews building plans for compliance with applicable building codes (building, plumbing, electrical and mechanical) and other related codes and ordinances. This position provides technical interpretation of codes and regulations as needed and prepares and maintains all required documentation. The Commercial Plans Examiner inspects building sites to ensure that construction follows the approved plans. The Commercial Plans Examiner position also monitors the status of plan review processes, assures that submitted plans are compliant with the City Idaho Falls' adopted building codes & ordinances, and provides code requirement information to the general public, to contractors and to licensed architects and engineers. The Commercial Plans Examiner provides back up support of the Chief Building Official. The successful candidate must exercise considerable tact, courtesy and firmness in dealing with contractors, property owners and the general public.

Reviews plans and specifications to ensure compliance with municipal codes and ordinances and provide practical solutions-based alternatives to developers and contractors.
Focal point for permit review and supports front staff with plan and permit review questions.
Actively maintain certificate compliance and keep current with changes to the International Code Council family of codes. Periodically conducts field inspections of buildings and structures throughout construction; attends construction meetings with developers, engineers, architects and contractors (as well as other professional and public meetings) to resolve permit issues, check permit applications and engineering & architectural plans for completion, and to approve building plans for construction; reviews submitted and ascertains whether they conform to applicable code requirements; and advises/suggests to applicants various means of changing plans for compliance.
Provide assistance to the City as well as other municipal boards and commissions; respond to inquiries & complaints from the public; answer questions regarding code enforcement, the process of obtaining permits, the cost of permits, zoning requirements, etc.; prepare reports, and various forms of correspondence; maintain hand-outs, drawings and outlines explaining construction regulations.
Performs related duties as assigned.
1. Education and Experience:
Bachelor's degree in architecture, engineering, construction management or equivalent from four-year college or university
AND
Four (4) years related experience and/or training,
OR
An equivalent combination of education and experience.
2. Knowledge, Skills, and Abilities:
Through knowledge of building codes; Through knowledge of building, housing, and abatement of dangerous buildings; Through knowledge of building methods and techniques; Through knowledge of building materials, including quality and ability of same to meet code specifications; Must possess excellent interpersonal skills and conflict resolution skills.
Promotes and maintains positive and effective working relationships and promotes good public relationships as a representative of the City of Idaho Falls. Demonstrated knowledge of International Code Council family of codes.
Ability to detect hazards and violations. Ability to enforce regulations with firm, tact and impartiality. Ability to read and interpret plans and specifications and compare them with construction in progress read and interpret codes accurately and equitably; ability to understand and perform complex mathematical/engineering calculations used in structural analysis of building elements; ability to use and operate computers and reproduction equipment; ability to communicate effectively, verbally and in writing; ability to develop effective working relationships with contractors, applicants, supervisors, fellow employees and the public; ability to work in a position which requires continuous sitting or standing.
3. Special Qualifications:
Must possess an ICC Commercial Building Inspector Certificate and an ICC Commercial Plans Examiner Certificate or be able to obtain within one (1) year from hiring date.
Must possess a valid Idaho driver's license.
Ability to be covered under the city fleet vehicle liability insurance policy.
