The City of Elk Grove is looking to fill two Senior Civil Engineer positions in the Public Works Department. These vacancies are in the Capital Improvement Program (CIP) and the Engineering Services Divisions of the Public Works Department.
The ideal candidate will have knowledge of applicable engineering experience; excellent project management and technical abilities; and knowledge of pertinent local, state, and federal rules, regulations, and laws. To be successful in these positions, the ability to analyze budget and technical reports, problem-solve to resolve department related issues, identify alternative solutions, and be a strong decision-maker is essential. The ideal candidate will have the ability to supervise, train, direct, review and evaluate the work of assigned staff. Strong oral and written communication skills, customer service and collaboration skills to effectively interface with internal and external clients, including contractors, fellow engineers, other departments, members of the public, as well as governing boards or councils is essential in this role.

Capital Improvement Program (CIP) Division The CIP Division oversees the design, permitting, bidding and award of our CIP projects. Our CIP contains several exciting and challenging projects including large roadway segments with new bridges, roundabouts, and roads, new freeway interchanges and pedestrian overcrossings, active transportation enhancements, complete streets, drainage, and facilities projects.
The selected candidate will have experience in a variety of professional engineering assignments in design development and delivery of public works infrastructure projects, requiring expertise in multiple civil engineering-related functions; knowledge of architectural and facility project development, principles and practices of planning, design, and construction as applied to public works projects; is experienced with processes and procedures associated with federal and state funding requirements, and applicable federal and state laws and standards governing construction of public works projects; and the ability to develop and manage public works consultant contracts. This position requires experience working on infrastructure design, including developing and reviewing construction plans, specifications, and engineer's cost estimates. Experience preparing grant applications; CEQA, NEPA, and right-of-way acquisitions; utility relocation and development; and experience developing or overseeing public outreach plans for capital projects is highly desirable.
Engineering Services Division Engineering Services Division is comprised of the Construction Management, Public Works Permits, and Drainage Engineering sections. The division is looking for a skilled individual to join its team, as a Senior Civil Engineer, and lead its Drainage Engineering section. The Drainage Engineering section is responsible for preserving and improving water quality in our natural resources represented by creeks, channels, and streams throughout the City as wells as managing the floodplain and reducing the risk of flooding in the City.
The Division is looking for candidates with experience in water quality practices, stormwater permit oversight, flood plain management, as well as the planning, design, construction, operation, and maintenance of municipal storm drainage systems, to work in support of the City's drainage system. This includes long-term analysis of system and facility performance to ensure that systems are operating efficiently, and the proactive development of maintenance strategies to minimize flooding and to improve stormwater quality within the City. This position is responsible for administering the City's stormwater program, including compliance with federal, state, and local laws and regulations related to stormwater. The position requires public interaction, extensive coordination with other departments and agencies, and the ability to enforce necessary regulations with firmness and tact. The ideal candidate must possess effective personnel management skills, excellent writing and oral communication skills, and the ability to work independently and exercise good judgment and initiative. The ideal candidate will have knowledge of applicable laws, permits, engineering principles and standards, and the ability to make alterations during all phases of design and construction. Experience with the review of land development applications, entitlements, improvement plans, and the associated required drainage studies is desirable.
