Position: Director - Project Design and Construction

Hiring Salary: $135,177 – $202,765

Pima County is seeking an experienced and dynamic leader to direct the Pima County Project Design and Construction (PDC) Department. PDC has approximately 45 employees who oversee Pima County’s Capital Improvement Program (CIP) processes and deliver CIP projects for a variety of County Departments. Pima County’s annual CIP budget ranges from $100 million - $150 million. PDC plays a vital role in the delivery of a wide range of project types, from managing the project delivery of a new facility for the Medical Examiner to overseeing the project delivery of a major County roadway, or construction of a new playground. We are looking for a talented individual to lead a diverse team of professionals on a multitude of exciting projects, including but not limited to libraries, courts, offices, jail complexes, health and medical buildings, animal care facilities, historic preservation, community centers, roadway improvements, bridges, parks, and wastewater improvements. No project is too small or too big for our team as we navigate budgets ranging from $300,000 to $50 million.

This classification is in the unclassified service and is exempt from the Pima County Merit System Rules.

About the Department:

The Capital Program Office is composed of a diversified staff of architects, engineers, interior designers, and other design professionals providing design services for in-house projects, and project management for outsourced larger projects. Construction documents for over 300 projects are completed each year. All work is performed directly by staff or outsourced and coordinated by them. The work is designed in compliance with all applicable federal, state, and local codes and regulations. The Design and Construction Services Division is composed of three sections; The New Buildings Section whose work is primarily Bond Funded projects; The Renovation and Interiors Section whose projects range from minor space changes to major floor and building renovations, as well as over 400 requests per year involving replacement or initial purchase of Furniture, Fixtures, and Equipment. The Construction Management Services Section is responsible for overseeing and inspecting building projects during construction originating from the New Building Section and the Renovations and Interiors Section. Certified Inspectors are responsible for ensuring adherence to the project documents including cost and scheduling controls and compliance with all applicable codes during construction.

Essential Job Functions:

• Oversee the day-to-day responsibilities of managing departmental functions and programs.
• Provide strategic direction for operational and capital improvement planning.
• Oversee the development of the department’s annual budget.
• Create/update Pima County’s long-range 10-year capital planning in coordination with County departments to meet current and future infrastructure needs.
• Develop and direct implementation of departmental policies and procedures.
• Establish and maintain contact with other County departments, external governmental agencies, cities and towns, special interest groups, and the public to resolve problems, address issues, and discuss departmental program goals and objectives.
• Implement direction provided by the County Board of Supervisors and the County Administrator.
• Advise the County Administrator with regard to challenges and opportunities concerning the department.

Desired Qualifications:

Bachelor's degree from an accredited college or university with a major in management, business administration, architecture or engineering, or a closely related field, and five years of technical and managerial experience in engineering and administration or an equivalent combination of training and experience.

Additional relevant work experience and/or education from an accredited college or university may be substituted.

Preferred Qualifications:

• Bachelor's degree in architecture, engineering, construction management, or closely related discipline.
• Minimum ten (10) years of experience in horizontal/vertical design and construction, five (5) years of which must have been in an administrative or managerial capacity.
• Registration as a licensed architect or engineer in the United States of America with registration in the State of Arizona at the time of appointment.
