Position Summary: The Bureau of Environmental Services (BES) is seeking a highly skilled Senior Capital Project Manager (Engineer III) to join our Project Management Office (PMO) within the Major Projects Division. In this role, you will play a crucial part in delivering our most significant and technically complex capital infrastructure projects as part of the Capital Improvement Program (CIP). These projects encompass a wide range of environmental services, including wastewater, stormwater, and water management, and employ various delivery methods. You will manage projects ranging from $10M to $125M, requiring strong collaboration, communication, analysis, and risk management skills.
What you'll get to do:
Lead a diverse array of projects aimed at protecting the environment.
Develop and overseemajor upgrades, rehabilitations, and new construction projects related to wastewater treatment and pumping systems, collection system projects, stormwater facilities, surface water restoration, and non-process facility construction.
Lead the progression of technical scopes, spearhead requests for proposals and their subsequent selections, oversee procurement, and engage in contract negotiations.
Provide comprehensive project management, for cost, schedule and quality control.
Collaborate with planning and operational teams, design engineers, technicians, construction managers, and other professionals.
Oversee technical scopes, manage procurement, and coordinate with regulatory agencies, City bureaus, operational stakeholders, and alternate funding sources.
Supervise one other project manager or assistant project manager, with potential for team expansion.

To Qualify The following minimum qualifications are required for this position:
Experience leading and managing complex infrastructure projects, including budgeting, scheduling, project plan development, organizing, reviewing, and evaluating the work of professional, technical, and administrative staff.
Knowledge of alternative delivery methods, such as construction manager/general contractor, contractor-at-risk, design-build, etc.
Experience with engineering contract development, administration, risk management and change management.
Ability to establish and maintain effective working relationships with a diverse workforce, matrixed project teams, stakeholders, and management-level decision-makers.
Knowledge of engineering theory, principles, practices, materials, costs, construction techniques, current trends, regulations, standards, and equipment applicable to wastewater and stormwater public works projects.
Applicants must also possess:
Professional Engineering (PE) License.
Oregon State Board of Engineering Examiners and Licensed Surveyors (OSBEELS) PE License required within six months from the date of hire.
